Foundation stone laid and the Charter signed marking the beginning of construction of the hydro power plant Mrsovo with the installed capacity of 36.8 MW.
Today, on 23rd June 2014, by laying the foundation stone for the hydro power plant Mrsovo, the vision of the Government of the Republic of Srpska on its energy independence is being realised.
Through using green energy from renewable sources we give a contribution to the global protection of the environment and that is our permanent commitment. In addition to obtaining clean energy, this area and the region will permanently be under a range of positive influences which will significantly improve standards of living.
After the construction of the hydro power plant Mrsovo, many potentials such as economic, tourist, religious and others will only then become prominent.
These words were embedded in the Charter which was placed in the foundation stone on this occasion marking the beginning of construction of the hydro power plant Mrsovo.
The President of the Republic of Srpska, Milorad Dodik, and the owner of the Comsar Energy Group, Rashid Sardarov, signed the Charter and laid the foundation stone for the construction of the hydro power plant Mrsovo with the installed capacity of 36.8 MW.
The ceremony was supported by the presence of Russia's Deputy Ambassador in Bosnia and Herzegovina, Ministers in the Government of the Republic of Srpska, representatives of the Electric Power corporation of the Republic of Srpska, members of the National Assembly of the Republic of Srpska, heads of neighbouring municipalities and many gathered citizens.
"This is an important beginning of massive work on building a hydro power plant whose capacity will be 36.8 megawatts and will cost 200 million BAM. I must point out that the construction will go on at a significantly quick pace since all funding was provided by the company of Rashid Sardarov. The Government of the Republic of Srpska is fully engaged in this project and is doing everything to create the necessary technical conditions for work." This was pointed out by the President of the Republic of Srpska, Milorad Dodik.
The owner of Comsar Energy Group, Rashid Sardarov, expressed his gratitude for the trust and added that the company's primary wish is not to spoil the beauty of the area along the river Lim but to build an environmentally friendly electricity producer.
"We want to use the potential of this location and raise the economic development of this area. We are thankful to the Government of the Republic of Srpska and President Milorad Dodik for their help. We did not expect that administration issues would take up so much time, but the important thing is that it has all been dealt with. The construction and environmental permits were issued in time. Our intention is that the hydro power plant does not disturb the natural environment and the beauty of this area and disrupt the efforts of the citizens of the municipality to keep the river Lim clean and clear."

The Minister of Industry, Energy and Mining of the Republic of Srpska, Željko Kovačević, said that the construction of HPP Mrsovo shows, in the best possible way, the achievement of programme objectives of Government of the Republic of Srpska to use its own natural resources and develop energy facilities.
"We have shown that investments in the energy sector in Srpska have no alternative and, in that sense, we are already implementing some of the biggest investments in this part of Europe. Such investments include the ones made in Srpska by the company Comsar. Since its establishment, this company has proven to be a reliable partner and investor. In addition to this project, the one in Ugljevik is being implemented, i.e. the construction of the Mine and Thermal Power Plant Ugljevik 3, which qualifies Comsar as a trusted partner that fulfills all obligations toward Srpska. On the basis of concessions, this company has, so far, paid over 10 million BAM to the budget of the Republic of Srpska, which is the highest amount paid on that basis in Srpska."
Rato Rajak, the mayor of the municipality Rudo, said that the citizens of this municipality consider the laying of the foundation stone for the construction of Mrsovo as laying the foundation stone for positive changes in the future.
"We expect that this very significant investment will be reflected in many aspects of life in the municipality of Rudo, we see it as the beginning of the building a better life in this community, as well as an opportunity for economic development and opening new jobs. That would stop young people leaving Rudo and, after many years in an unfavourable situation, it could start going for the better. The municipality of Rudo will fully support this project in order to help the company Comsar to implement it more easily."
Shortly after laying the foundation stone for HPP Mrsovo, the President of the Republic of Srpska, Milorad Dodik, and the owner of Comsar Energy Group, Rashid Sardarov, cut the ribbon and officially opened the Comsar Rudo Hotel which was completely renovated in only one year and got a modern look with the highest standards in hotel industry.
The President of the Republic of Srpska, Milorad Dodik, said that this is one in a series of investments in the Republic of Srpska and that it is very important that Rashid Sardarov is here and wants to invest further in the Republic of Srpska.
"A year ago we were here together and I tried to animate Sardarov to invest in Rudo and build here, and here we are today with the result - the preparatory works for the hydroelectric power plant Mrsovo and the completion of a modern hotel", the President of the Republic of Srpska, Milorad Dodik, pointed out.
The owner of Comsar Energy Group, Rashid Sardarov, said that he was happy that one facility is completed, adding that the strategic facilities, such as the hydro power plant, cannot be built so quickly. "I will repeat the philosophy of our company that we must work harder to earn more so that we all live better."
He thanked the Government of the Republic of Srpska and President Dodik for the climate in which his company operates. "I can honestly say that this you cannot often meet such an approachable President and as many times as I come here, we have the same agreement - to build as many facilities and create as many new jobs as possible."

The Comsar Rudo Hotel is a four-star hotel and has 29 rooms with 64 beds.
