Concessions granted to Comsar Energy Republika Srpska

The Government of the Republic of Srpska, at its 32nd session held on 21st October 2013, at the suggestion of the Commission for concessions of the Republic of Srpska, issued a Decision on the grant of concessions to the company Comsar Energy Republika Srpska for:

  • The construction and use of the thermal power plant "Ugljevik 3", in the municipality of Ugljevik, with installed capacity of 2 x 300 MW  
  • Limestone exploration at the "Baljak" site, in the municipality of Ugljevik  

This has, in accordance with Article 26 Paragraph 3 Item 6 of the Law on Concessions, authorized the Ministry of Industry, Energy and Mining to enter into contracts with the concessionaire. 

The company Comsar Energy Republika Srpska Ltd, Banja Luka, as the only bidder, was granted the concession for the construction and operation of the thermal power plant "Ugljevik 3", in the Ugljevik municipality, for a period of thirty years.  

At the same time, the company Comsar Republic of Srpska Energy Ltd,  
Banja Luka, was granted the concession for the exploration of limestone at the "Baljak" site, in the municipality of Ugljevik, based on the Feasibility study of granting a concession for limestone exploration at this site.

Comsar Energy is one of the biggest greenfield investors in the energy sector in Southeast Europe.  Comsar is implementing two major projects in the Republic of Srpska, the construction of the thermal power plant Ugljevik 3, in Ugljevik, and the hydroelectric power plant Mrsovo, in the municipality of Rudo, with a total value of over one billion euros, and both are expected to come online by 2016.
